Open Source Intelligence Analyst (TS/SCI) Washington DC Metro Area

The incumbent will: 1) provide research, reporting and dissemination support for the production of Open Source Intelligence (OSINT) products for ONI’s Maritime Open Source Coordination Center (MOSCC), 2) collect, validate, vet, organize, and appropriately disseminate OSINT IAW ONI MOSCC reporting structures..


This is a US Federal Governement contract proposal effort. Pending award approximate start date would be 12 Sept 2011

Qualifications

The incumbent must have extensive oral and written communication abilities and be able to read, write and speak one of the following languages (different language for each FTE) – Farsi, Mandarin, Korean, Russian, or Arabic. In addition the incumbent must have functional proficiency in and/or an analytic background in a number of the following areas:
- China, Iran, and/or Russian country specific knowledge on Maritime Science and Technology, Maritime Security, Counter Narcotics and Proliferation (maritime related to include Piracy).
- All naval surface, sub-surface and air platforms and associate systems.
- All electronics, telecommunications, and information security systems.
- Offensive and defensive naval air-, ship-, and submarine-based weapons and support systems.
- Naval combat management systems to include characteristics of key components, command decision aids, as well as the type if information provided.
- Space-based and terrestrial sensor systems with maritime applications to include: imaging (electro-optic, infrared, synthetic aperture radar, hyperspectral, etc.) and electronic satellites and associated ground infrastructure; radar/electro-optic/laser sensor systems for use on ships, submarines, maritime associated aircraft and coastal surveillance stations; sonar and magnetic systems for ships and submarine detection.
- Electronic warfare and other countermeasures systems with potential intercept, spoofing, and jamming capabilities against maritime sensors and weapons.
- Military simulation systems with potential naval C4ISR applications, Network architecture; number of users supported; capacity of system to handle sensors, targets, own force assets, communications networks, etc.
- Maritime technology and equipment related research, development and manufacturing activities and trends.

Qualifications:
In addition to the language and country requirements above, the incumbent must:
- 5+ years of experience in the OSINT field, OR
- A Master of Library Science degree, OR
- A Post-graduate degree in culture-based studies in one of the project associated key focus areas, AND
- A firm understanding of the Intelligence Cycle, AND
- A working knowledge of the intelligence requirements process, AND
- Familiarity with OpenSource.gov, A-Space, and Intelink/Intellipedia, AND
- A working knowledge of the Microsoft Office software suite and associated programs, AND
- Familiarity with GIS software and an ability to sue link-analysis tools
