Job Duties:
Senior supervisory field engineering in structural construction methodology and application of engineering techniques on large or multi-story building construction projects. Responsible for supervising mainly structural construction activities - and some civil works, monitoring daily works and progress, and providing structural/civil technical guidance and expertise to resolve field issues and ensure project completion within established budget and schedule, in accordance with design specifications and contractual obligations. This is an Owner's Engineer position representing the Royal Commission.
Reports directly to the Senior Resident Construction Manager (SRCM). From the SRCM, receives administrative and technical direction in terms of project objectives. Constant contact with all levels of Contractor representatives and other engineer colleagues, and occasional contacts with Client upper level management and other client representatives or departments. May supervise activities and be a technical resource of assigned construction field engineers for assigned projects.
1. Provides structural engineering guidance to and monitoring of contractors regarding contract scope of work, site conditions, schedule, progress, procedures, costs and other information requirements.
2. Monitors Contractors' structural and civil activities. Reviews activities of subordinates to ensure field operations are adequately monitored and all necessary tests and inspections are conducted. Assists in preparing manpower forecasts to ensure adequate staffing for monitoring activities.
3. Develops a close working relationship with Contractor. Provides technical guidance in interpretation of specifications. Reviews job plans, methods, equipment, staffing and productivity and detects potential problems in conforming to established schedules or specifications. Reviews problems with Contractor to determine whether actions proposed are adequate for resolution.
4. Reviews shop and As-Built drawings submitted by Contractor. Identifies and reports on discrepancies in original design or in contract documents which necessitate contract modifications. Reviews submitted construction, quality assurance and other procedures, and obtains necessary approvals.
5. Coordinates with other departments to obtain required support. Coordinates interfaces between Contractors and project management staff where project impacts on other projects. Resolves conflicts in schedules and coordinates tie-ins of facilities where applicable.
6. Compiles technical data to monitor and verify contractor's weekly and monthly reports and invoices on project progress, cost and quality control.
7. Conducts or directs fact finding structural and civil investigations and advises SRCM - such as technical issues and problems in meeting schedules or specifications.
8. Assists SRCM in administration functions and initiates correspondence to Contractors and other departments for SRCM's signature. Assumes responsibilities of SRCM in periods of absence.
9. Reviews and verifies that items submitted for billing on Work Estimates are justified and confirm actual performance. Determines percentage of work completed and recommends payment of Work Estimates as appropriate. Advises contractor when not acceptable or of necessary corrective action or additional documentation required.
10. Implement and adhere with the QA/QC program, safety guidelines, and specification during the work activities.
11. Perform any other task / duties that may be required by the SRCM or upper management.

Qualifications

Job Requirements:
1. BS degree in Structural Engineering and 10 to 12 years of field construction experience in multi-story buildings. A Civil Engineering Degree with extensive Structural experience will also be considered
2. At least 5 years experience in supervision of structural field construction engineering.
3. Desirable experiences and qualifications:
a. Working knowledge of multi-craft construction practices.
b. Structural Steel frame experience with glass windows and walls, glazing / cladding, and clash detection between disciplines.
c. Concrete experience with cast-in-place pilings, slabs, and structures.
d. Professional registration.
4. Working experience of MS Office computer programs such as MSWord, Excel, Power Point, etc.
