PROJECT:
Parsons is managing an Independent Validation and Verification ( IV&V) program for an agency within the Department of Defense to review third party A/E work, conduct self-performed studies and analysis, testing and measuring, and perform specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders.
POSITION OVERVIEW:
Under general supervision, determines methods and solutions for a variety of moderately-complex systems analysis and/or computer application problems. Consults with immediate supervisor in selecting an efficient and economical means to meet established goals and objectives. Supports development and implementation of Governance Policies and Configuration Control Management for existing enterprise systems. The IT Specialist at this level applies experience and increasing proficiency in the use of standard information technology (IT) techniques and analyses.
SPECIFIC RESPONSIBILITIES:
- Collaborates with users to identify IT requirements (e.g., hardware, software, and/or specifications regarding system functionality) and to establish a schedule for on-time completion. Documents requirements in specified and / or industry standard formats. Coordinate and facilitate information sharing and / or requirements validation sessions with appropriate stakeholders and with technical development team. Assists with systems implementation activities and tasks as needed.
- Analyzes and evaluates existing and proposed systems. Develops system architectural views to show interconnectivity and potential interfaces between systems of records. Prepares charts and diagrams to assist in problem analysis.
- Designs new or modified computer programs, systems, and related procedures in accordance with user specifications. Prepares program specifications, develops coding logic flowcharts, and reviews recommended solution with user. Consults with immediate supervisor or higher-level IT Specialist on possible solutions.
- Encodes, tests, debugs, and installs the operating programs and procedures in coordination with user requirements, and prepares related documentation.
- Keeps abreast of current and newly-developing technologies.
- Performs other responsibilities associated with this position as may be appropriate.
